Velvet glove, iron fist: China’s state threats (SOC ACE Synthesis Paper 3) - Matthew Redhead (RUSI) provides an overview of the scope and scale of China’s hostile actions. He describes commercial espionage, cyber effects operations and influence operations dominate, alongside the suppression and intimidation of dissidents abroad. Taiwan is the primary focus of much of China’s outward facing activity; however, while more cautious than other revisionist powers, China has become increasingly aggressive towards the West in the 2020s, and has an evident capacity to escalate such hostile activity further. |

| The hidden front: Russia’s ongoing state threats campaign (SOC ACE Synthesis Paper 4) - Matthew Redhead (RUSI) identifies Putin’s regime as the dominant exploiter of state threats, highlights Russia’s use of cyber effects operations, information operations, sabotage, assassination, terrorism, and illicit finance, among others. He says Russia’s worldview will remain fundamentally at odds with the West’s under the current regime, and that its current pattern of behaviour is unlikely to change as a result. |

Beyond the horizon: Revisionist states, middle powers and state threats in the Global South (SOC ACE Synthesis Paper 2) - Matthew Redhead (RUSI) examines the growth of hostile state activities in the Global South, noting revisionist state activity, but focusing chiefly on regional powers. He finds that transnational repression, cyber effects operations and information operations dominate their behaviour, chiefly targeting overseas dissent ad regional rivals. However, he notes the wider global risks of collateral damage and the corrosion of international norms their actions bring. |
