The Hidden Front: Russia's Ongoing State Threats Campaign provides an overview of the scope and scale of Russia’s extensive and growing state threat practices.

He describes a range of hostile actions, including cyber operations, information operations, sabotage, assassination, and terrorism. Putin’s regime employs a variety of actors - oligarchs, businesses, serious organised crime groups, mercenary organisations, and state operatives - to pursue its goals.

He concludes with observations for policymakers.
