Addressing police and military involvement in serious and organised crime

A new research paper and policy brief Addressing police and military involvement in serious and organised crime examines reforms in Colombia, Georgia, and South Africa aimed at reducing police and military ties to organised crime.

Liam O’Shea, Louis-Alexandre Berg, Alexander Kupatadze and Lucia Tiscornia describe how political will, institutional control, and prosecutorial strength are vital to successful reform, show how, while Colombia and Georgia saw progress, South Africa’s efforts faltered.

They say policy must be politically grounded, and include coherent leadership, oversight, and tackling entrenched interests.
